Monitoring & Tracking
This is supposed to be done in collaboration with Ministry of Finance, Economic Planning and Development. The exercise involves tracking utilisation of public resources by various MDAs on the achievement of intended results. The exercise is aimed at ensuring transparency and accountability on the use public resources.
It is believed that ongoing tracking would ensure MDAs are kept in check and that resources are put to proper usage. This is also a commitment that is made by MDAs in their Performance Contracts on the Finance and Stewardship Category and is tracked under the “utilisation of allocated funds” indicator.
Public sector performance evaluations are done with the aim of assessing the extent to which MDAs have achieved their agreed targets. Government therefore uses the evaluations as a step towards improving Public Sector’s Performance and development impact, transparency, and accountability. Evaluations are done by Independent Evaluators for objectivity and integrity of the results.
All evaluations are conducted in collaboration with the core team on Public Sector Performance Management Systems drawn from various key Ministries and Departments. PED acts as a secretariat to the evaluation exercise. The first round of public sector evaluations was started in 2013/14 FY through Organisational Performance Agreements (OPA).
The OPA was implemented for two years up to 2014/15 FY. From 2015/16 FY, Government migrated to Performance Contracts which incorporates the balanced scorecard and improves comparability of performance across MDAs. (A link to Assessment Reports – under Documents)
Monitoring performance of Government service delivery focuses on ongoing tracking of government priorities and implementation of key aspects agreed for in the Performance Contracts for the contract period. This also involves ongoing assessment of the progress being made by MDAs in implementing their strategic plans in line with the national development agenda.
The exercise involves conducting field verification on the progress of various programmes and projects. The Department intervenes where challenges have been observed with various programmes/projects implementation. The general public is encouraged to utilise this window on provision of feedback and where immediate Government intervention is required.
